ALBA-TCP condemns any coup d’état in the region and reaffirms support for Arce’s government

Caracas, July 10, 2024.- This Wednesday, the Heads of State and Government of the Bolivarian Alliance for the Peoples of Our America – People’s Trade Treaty (ALBA-TCP) held the 10th Extraordinary Summit of the regional bloc to denounce the attempted coup in Bolivia and reaffirm support for President Luis Arce’s government.

Through a video conference, the Executive Secretary of the Alliance, Jorge Arreaza, read the Declaration of the extraordinary meeting, approved by the Heads of State of the member countries, regarding the attack against the constitutional government of the Plurinational State of Bolivia on June 26.

“We, the Heads of State and Government, representatives of the ALBA-TCP member countries, gathered on July 10, 2024, declare that last June 26, in the Plurinational State of Bolivia, military troops and artillery assault vehicles, under the command of the former Commander of the Army Gen. Juan José Zúñiga, together with the former Commanders of the Air Force Gen. Av. Marcelo Zegarra and of the Navy Con. Juan Arnez S, broke into the Plaza Murillo, seat of government in La Paz, with the purpose of staging a coup d’état and taking control of the government by force of arms, breaking the legitimate constitutional order”, the document approved reads.

In this regard, the Alliance made it clear its “firm rejection of any coup d’état or attempted coup d’état, in any form whatsoever, as they represent a threat to democracy, to the constitutional order, to peace and to the well-being of the people”.

ALBA also condemned the position of the President of the Argentine Republic, Javier Milei, who “continues with his aggressions against the Government and people of Bolivia.”

On the other hand, the bloc expressed unwavering commitment to the self-determination and sovereignty of Bolivia and affirmed that it is a nation of peace, “, in which we are committed to eradicate forever the use or threat of the use of force”, Jorge Arreaza read during his speech at the summit.

Here are the points approved in the Declaration of the 10th Extraordinary Summit of Heads of State and Government of ALBA-TCP:

  1. Reaffirm our commitment and unrestricted support for the constitutional and legitimate government of the President of the Plurinational State of Bolivia, Luis Arce Catacora.
  2. Congratulate President Luis Arce and his people who, in a few hours, defeated the coup plans.
  3. Reaffirm that Latin America and the Caribbean is a Zone of Peace, in which we are committed to eradicate forever the use or threat of the use of force and where States promote integration and cooperation processes and friendly relations, in order to guarantee the greatest possible stability and development.
  4. Demand to the Government of President Milei to immediately cease the harassment and the aggression against the legitimate Government of Bolivia, as well as offenses against other ALBA-TCP countries. We call the world’s attention to the fact that the Argentine President deploys a policy with imperialist leanings towards progressive and leftist governments, which only encourage hatred, polarization and destabilization of dignified and sovereign peoples.
  5. Denounce that within the framework of the hybrid war, a brutal media and social network war, a systematic harassment, economic blockade and diverse forms of political aggression are being deployed, aimed at discrediting the government of President Arce and creating the conditions for a larger scale intervention and the shortening of his constitutional term in office.
  6. Express the greatest solidarity with President Luis Arce and other public servants of his government, who are being subjected to a smear campaign by right-wing political sectors.
  7. Urge the Ambassadors of the ALBA-TCP member countries around the world to develop a campaign of information and dissemination of the truth about what is happening in the Plurinational State of Bolivia and the threats it faces.
  8. Call upon social movements, workers, students, peasants, indigenous peoples and intellectuals to continue to be vigilant in order to inform the whole world about the dangers that threaten the constitutional order and the democracy of the Plurinational State of Bolivia, together in solid unity, which is fundamental for the preservation and progress of the social changes of that beloved nation, and also, for the unity and defense of Our America.
  9. Confirm our regional commitment to the defense of the sovereignty on the strategic resources existing in our territories, a reason for the ambition of foreign interests alien to our regional reality and perpetrators of subversive destabilization campaigns and coups d’état.
  10. Reaffirm that ALBA-TCP will continue to promote the defense of the strategic resources existing in Our America from the voracious intentions of foreign forces, as well as the promotion of unity, integration, solidarity and peaceful coexistence, as an expression of the Latin American and Caribbean ideal and commitment to the construction of a region and a world of peace, as a fundamental basis for consolidating sustainable development and harmonious relations among peoples.

ALBA voices

During the summit, the representation of Nicaragua affirmed, on behalf of the people and the Government, that it defends the tranquility, security, peace, and democracy of Latin America, Central America, and the Caribbean.

“We denounce the maneuvers and military movements taking place in Bolivia, in an attempt to intimidate the efforts of the people of that brother country to transcend and advance in their own paths, according to their own democratic models”.

Furthermore, the Minister of Foreign Affairs of Grenada, Joseph Andall, reiterated the full support of his people and government for President Luis Arce and for the Bolivians who defend peace and democracy.

“Our keyword must be vigilance, the mobilization of the people must be constantly present in all our political actions (…) we denounce the attempted coup in Bolivia, we consider it a frontal attack on democracy”, he added.

Similarly, the ambassador of Saint Kitts and Nevis, Norgen Wilson, expressed his support for the constitutionally elected government of Arce and called for unity throughout the region to prevent violence.

He stated that having defeated the attempted coup in Bolivia, “is not only a victory for Bolivia, it is a victory for all our brothers and sisters within ALBA, it is a victory for democracy”, Wilson highlighted.

Finally, the Minister of Finance of Dominica, Irving McIntyre, also expressed solidarity with the people of Bolivia and acknowledged the challenges faced by the democratically elected government since 2020, especially during the COVID-19 pandemic.

Dominica expressed full support for the summit declaration and expressed its gratitude to the organization of this important meeting to share and promote solidarity.

A meeting was held in Caracas for the creation of the ALBA-TCP Development Cooperation Agency

Caracas, July 2, 2024.- This Tuesday, a meeting was held in the capital of Venezuela for the creation of the Development Cooperation Agency of the Bolivarian Alliance for the Peoples of Our America – People’s Trade Treaty (ALBA-TCP), including video conferencing for those countries that could not attend in person due to the impact of Hurricane Beryl in the Caribbean.

During his welcoming remarks at La Casona Cultural Aquiles Nazoa, the Executive Secretary of the Alliance, Jorge Arreaza, highlighted the importance – in light of climate change and its consequences – of mobilizing resources for cooperation from the member countries of the regional bloc and other international organizations. “Our Alliance, as President Miguel Díaz-Canel (Cuba) says, has the most humane achievements that can exist in any union mechanism. The number of people who have had eye surgeries, the number of doctors trained, the number of literate individuals, those assisted during disasters, and this has been done over almost 20 years and it is time for that cooperation to take on an organic, institutional form”, he emphasized.

In this regard, he stated that the creation of the Development Cooperation Agency of the Bolivarian Alliance for the Peoples of Our America rules out the generation of new bureaucracy, but rather is a fundamental body to promote integration and humanitarian aid in a real and direct manner, “using the capacities we already have, such as the Bank of ALBA”

He reiterated that it is necessary to take advantage of the Bank of ALBA and a “bank of projects of different scales” in order to address natural emergencies and contingencies that may arise due to environmental disorder.

Arreaza explained that once the agency is established, the Executive Secretary and the Bank of ALBA would be responsible for the operation of this cooperation body: receiving projects, estimates, among other duties.

Finally, the Executive Secretary indicated that the ALBA-TCP Development Cooperation Agency is essential for the liberation of our peoples.

Bank of ALBA: optimization of funds

The President of the Bank of ALBA, Raúl Li Causi, stated that “the ALBA-TCP Development Cooperation Agency is the tool that our leaders have put at the service of the people, of the countries in the bloc, with a focus on the development and implementation of the 2030 ALBA-TCP Strategic Agenda.

Li Causi explained that this includes planning and optimization of funds, support to the Executive Secretariat in fundraising, coordination of humanitarian aids, and technical assistance for project formulation.

He mentioned that the Agency can rely on the Bank of ALBA for fiduciary management of funds, resources, and assets related to cooperation for the benefit of the region.

Li Causi detailed that the Bank of ALBA is willing to finance projects focused on renewable energy, sustainable agriculture, natural resource management, infrastructure, health, technology, digital communication, tourism, among others.

He added that funds can be raised from international organizations such as the United Nations, which has specialized agencies, UNICEF, the World Health Organization (WHO), cooperation agencies, the Development Bank of Latin America and the Caribbean, and the private sector.

ALBA: example of cooperation

Additionally, the Foreign Minister of the Bolivarian Republic of Venezuela, Yván Gil, emphasized that in order to achieve the 2030 ALBA Agenda, it is a priority to establish the ALBA-TCP Development Cooperation Agency.

“Today we would like, first and foremost, to reaffirm ALBA as the regional political space that has made the most progress in cooperation for development, compared to any global experience”, Gil stated.

The Minister for Foreign Affairs of Venezuela is confident that the Agency is capable of attracting resources from major international actors such as China, Russia, and Turkiye.

To conclude, the Vice President for Planning of the Bolivarian country, Ricardo Menéndez, stated that historic times are coming, which is why he considers this Agency to be a cornerstone for facing the challenges of the future and “generating antidotes against the aggressions that our peoples have suffered”.

He affirmed that the ALBA-TCP Development Cooperation Agency is the driving force to create logistics that allow us to face the consequences of climate change, help peoples affected by hurricanes or other natural disasters; but also to define agendas that can provide solutions to all humanitarian issues.

Venezuela reaffirms its firm commitment of brotherhood with the Honduran people

Caracas, June 28, 2024.- The President of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, reaffirmed the firm commitment of brotherhood with the Honduran people and with the process of change led by President Xiomara Castro.

“From Venezuela, I want to send our love, solidarity, and firm commitment of the Bolivarian Revolution, the people of Simón Bolívar, the people of Hugo Chávez to the process of change of the Honduran people, to President Xiomara Castro,” he expressed.

The message from the Venezuelan President was presented by Manuel Zelaya during the second edition of the forum of the Community of Latin American and Caribbean States, CELAC Social 2024, in the context of the 15th anniversary of the coup d’état in Honduras during the mandate of former President Manuel (Mel) Zelaya.

“That June 28th, 2009, when a criminal blow tried to kill President Mel Zelaya and snatched democracy and the rights of the Honduran people”, President Maduro said, detailing that during his time as Foreign Minister, he was instructed to rescue the former Honduran president.

“Commander Hugo Chávez told me: Send the Vice Minister for Latin America, Commander Francisco Arias Cárdenas, with a plane immediately to Costa Rica to rescue Mel Zelaya. And I did it (…) -Zelaya- was in the middle of a press conference, Commander Arias Cárdenas appeared and rescued him because he was kidnapped, almost killed, and taken out in a criminal way, kidnapped from his own country” he emphasized.

He also praised the rebellious and courageous character of Zelaya, who “boarded the plane from Venezuela, the ALBA plane -Bolivarian Alliance for the Peoples of Our America-People’s Trade Treaty- and went to Nicaragua and that’s where this whole process began: Presidential meetings, we went to the OAS-Organization of American States-, we went to the UN-United Nations-“, while praising the resistance of the Honduran people against the dictatorship imposed.

“The popular resistance in the streets for days, weeks, months, I believe it is the most exemplary and longest popular resistance movement known against a dictatorship in the history of Latin America and the Caribbean” he highlighted.

The Venezuelan Head of State detailed the path that the Honduran people went through until reaching “the candidacy of Comrade Xiomara Castro, the fraud against Xiomara and against the resistance, and then the victory, that victory that always belonged to the people of Honduras” he added.

Jorge Arreaza: Honduras has proven to be a people of ALBA

Tegucigalpa, June 28, 2024 – The Executive Secretary of the Bolivarian Alliance for the Peoples of Our America – People’s Trade Treaty (ALBA-TCP), Jorge Arreaza, in the context of the commemorative events of the 15th anniversary of the coup d’état in Honduras, expressed the bloc’s pride towards the Honduran people.

“Honduras has proven to be ALBA people, a people descended from Francisco Morazán, Simón Bolívar, and José Martí”, Arreaza stated from Vicente Cáceres Central Institute.

Regarding accusations from the right-wing Honduran press that the Bolivarian nation was using the São Paulo Forum “to impose a guide on Honduras to make it like Cuba or Venezuela”, he responded that “in the left, in progressive and revolutionary movements, there are no recipes, no manuals. The recipes come from the International Monetary Fund, the recipes come from NATO, the recipes are those imposed by imperialism”.

In that sense, he assured that the Alliance seeks “freedom, the liberation of our peoples, and we share solidarity, we always support and help each other. We have only come to propose that each country should build its own process and its own path”.

Arreaza emphasized that “in the left, we feel the needs of the people, we seek solutions for education for everyone, for healthcare for everyone, for food, for housing. What we are seeking is happiness as the Liberator Simón Bolívar said, trying to build each one from their territory, with their own consciousness and ethics, and that the government system provides the greatest possible sum of happiness to the peoples”.

Furthermore, former President Manuel Zelaya affirmed that the actions of reclaiming and conquering the rights of the people provoke the reaction of the empire and its organizations.

Meanwhile, the president of Honduras, Xiomara Castro, reaffirmed her gratitude to the countries that “dared to expose the truth in a world dominated by media manipulation”, while also speaking out against the economic blockade imposed by imperialism on Venezuela, Cuba, and Nicaragua.

President Maduro celebrates the resilience of the people of Honduras

Caracas, June 28, 2024.- “Today is a day to celebrate the resilience of the people of Honduras and Latin America”, expressed the Venezuelan Head of State and Government, Nicolás Maduro Moros, during a message sent to the second edition of the Community of Latin American and Caribbean States (CELAC) Social Forum 2024.

In this message, President Maduro also praised the courage of the Bolivian people, who took to the streets to support President Luis Arce, who maintained an exemplary and brave attitude.

“Just a few hours ago, there was an attempted coup in Bolivia. Who were the promoters? Who financed them? From Venezuela, we have no doubt: always the same ones, but there the Bolivian people went to the streets,” he asserted.

The Venezuelan dignitary detailed that the first thing his Bolivian counterpart did was to call the social leader, Evo Morales, to warn him, and that despite the “political differences that have existed in recent months between both Bolivian leaders”, the first thing he did was grab a phone and call his comrade Evo Morales to say: take care, Evo, take care of yourself. Great kindness and courage from President Lucho Arce.

“By phone, I told President Lucho Arce: Our experience is that only the people save the people in the streets. And after ten minutes we spoke, I saw him on Telesur, Telesur: the same one that fought against the dictatorship in Honduras, against Roberto Micheletti, against Goriletti”, he emphasized, reiterating his greetings to the Bolivian people for defeating, “in record time, the attempt of a fascist coup. No more coups in Latin America,” he concluded.

At the end of the message, he added that the Venezuelan nation is preparing for “the great victory on July 28 and we will give this victory to the peoples of ALBA (Bolivarian Alliance for the Peoples of America), to the peoples of CELAC (Community of Latin American and Caribbean States), and to you, brothers and sisters of Honduras, President Xiomara, here we are, your brothers in Venezuela.”

Arreaza highlights unity as key to counteract the expansion of new right-wing movements

Tegucigalpa, June 27, 2024.- Amidst the current political situation in Latin America and the Caribbean, the advancement of right-wing forces has become a matter of concern for progressive leaders. Therefore, this Thursday, the panel discussion “Rise of the far-right and new right-wing movements” was held as part of the CELAC Social meeting in Honduras. The event featured important personalities and authorities from the region.

Gilberto Ríos, moderator of the panel discussion and representative of the Partido Libre of Honduras, recalled the attempted coup in Bolivia carried out on Wednesday by military forces.

“Military tanks were seen surrounding Plaza Murillo in La Paz, where the Executive and Legislative branches are located, an episode reminiscent of what happened previously with Evo Morales and the chaos and destabilization instigated by extremist factors in Venezuela in recent years.”

In this regard, Jorge Arreaza, Executive Secretary of the Bolivarian Alliance for the Peoples of Our America – People’s Trade Treaty (ALBA-TCP), emphasized the urgent need for unity to counteract the expansion of neoliberal policies by satellite governments of the United States, such as Javier Milei’s administration in Argentina.

Arreaza pointed out the importance of cooperation among countries in the region, highlighting that division only benefits conservative forces.

In his speech, he called on progressive and revolutionary leaders to unite under a common stand. “We have to stand to the south and to the left”, he stressed.

“We cannot allow internal differences to divide us and hand over our resources to imperialism”, he warned.

The Executive Secretary also referred to the crucial role played by social movements and citizens in this context. He emphasized that unity must be strengthened from the people’s grassroots, referencing historical movements and emblematic figures such as Bolívar, San Martín, and Fidel Castro, who advocated for regional integration.

“The project goes beyond individual differences and the day will come when all countries in the region are truly progressive,” Arreaza affirmed.

He reiterated that, without a doubt, China, Russia, Venezuela, Cuba, Nicaragua, and countries in Africa are making progress in their own revolutions, aligning them into a single block, the global south.

“The BRICS are a fundamental alternative to this historical moment; they want to de-dollarize the economy, seek balance in a multipolar world. Hopefully one day Venezuela, Mexico, or Peron Argentina will join the BRICS.”

ALBA-TCP present at the 27th São Paulo Forum in Honduras

Tegucigalpa, June 27, 2024 – This Thursday, the 27th São Paulo Forum was held in Honduras, within the framework of the 15th anniversary of the coup d’état in the Central American country. This event was attended by important figures and representatives from different political and social spheres of the region.

The ALBA-TCP Executive Secretary, Jorge Arreaza, Argentine activist Alejandro Rusconi, and Aída García-Naranjo, former Minister of Women and Vulnerable Populations of Peru, were some of the guests who participated in this event.

This day was marked by the inauguration of the 27th São Paulo Forum meeting, followed by a forum on the International Centre for Settlement of Investment Disputes (ICSID) and social justice. The latter event was attended by the Attorney General of Honduras, Manuel Díaz Galeas, and other prominent experts.

Additionally, debates were held on topics such as fiscal justice, the progressive horizon, the politicization of justice, the crisis of capitalism, social struggles, and imperialist interference in Latin America and the Caribbean. Topics like the rise of the far-right, new right-wing movements, education, regional unity, and indigenous and Afro-descendant struggles were also addressed in this meeting.

On June 28, the official events commemorating the coup d’état in Honduras will begin with the participation of President Xiomara Castro.

Also on the agenda were discussions on women’s resistance, with the presence of influential figures such as Rixi Moncada and Gloria Inés Ramírez, among other international guests.

The activities were scheduled to conclude on June 29 with a session of the Puebla Forum and a plenary session of the Social CELAC, thus concluding an event of great significance that seeks to promote dialogue and reflection on the political and social challenges of the region.

ALBA-TCP proposed debate on the World Social Alternative at the inauguration of the Social CELAC

Caracas, June 27, 2024.- The Executive Secretary of the Bolivarian Alliance for the Peoples of Our America – People’s Trade Treaty (ALBA-TCP), Jorge Arreaza, attended on Thursday the inauguration of the second meeting of the CELAC (Community of Latin American and Caribbean States), Social chapter, which was taking place until the 29th in Tegucigalpa, Honduras.

Likewise, Arreaza was present at the 27th São Paulo Forum, which was also taking place in that nation. The two events were held in the context of the 15th anniversary of the coup d’état in Honduras against the former President Manuel Zelaya.

Arreaza emphasized that the Alliance is open to all nations. “We are here to break the hegemony of the dollar; ALBA is not just for the 10 member countries, the spirit goes much further, it is in the social movements of Our America, in the people, in their communities.”

On the other hand, he pointed out that “the only way to be free and independent is by being united, there is no other way, we cannot do it alone, especially in a multipolar world that is emerging and demands that we establish ourselves as power poles.”

In this sense, he proposed to discuss at CELAC meeting and at São Paulo Forum, the proposal of the World Social Alternative, a document that was born in April of this year in Venezuela from social movements.

He explained that the World Social Alternative is a document that makes proposals in the areas of finance, international affairs, environment, health, housing, food, social protection, digital world, among others. “The idea is to create a common agenda (on all topics)”, added the Executive Secretary.

Finally, he emphasized that defeating the attempted coup in Bolivia, which was intended to be executed on Wednesday, June 26, is a great victory for ALBA.

Among other authorities, Rixi Moncada from the Partido Libre of Honduras, Manuel Zelaya, former Honduran president, Mónica Valente, executive secretary of São Paulo Forum; Emilio Lozada from the Communist Party of Cuba, were there.

Dominica and Antigua and Barbuda celebrated San Juan to the rhythm of Aragua drums

Aragua, June 24, 2024.- Following the conclusion of the “Drums of ALBA: Beats of our identity” event, held from Thursday, June 20 to Sunday, June 23 at the Bolívar Square and Bolívar Theater in Caracas, the delegations from Dominica and Antigua and Barbuda continued their cultural tour in Aragua state. There, they participated in various traditions to celebrate San Juan.

The agenda began with the reception of the delegation at Bolívar Square by Aragua representatives and a local drumming group. They then enjoyed the “disembarkation of San Juan,” an event that takes place along the waterfront promenade dedicated to the saint.

The visit continued with a tour through El Playón and La Boca, eventually reaching Ocumare de la Costa, where they took part in a parranda (party) at the house of San Juan, a celebration that lasts all day and night.

The stay of the Caribbean delegations concluded on Monday, as they accompanied the residents of Ocumare in a procession throughout the town, moving to the rhythm of San Juan drums.

The ‘Drums of ALBA’ event is presented as a cultural space created to strengthen the common identity among the peoples that make up the Bolivarian Alliance for the Peoples of Our America – Peoples’ Trade Treaty (ALBA-TCP).

The event allowed for discussions on topics related to Caribbean identity, spirituality, culture, economy, and cultural tourism; and was attended by delegations from the countries that make up the bloc, Venezuela, Cuba, Bolivia, Dominica, Antigua and Barbuda, Saint Vincent and the Grenadines, Grenada, Saint Lucia, African countries such as Benin and special guests.”

Caracas: stage of the cultural fusion of ALBA in San Juan festivities

Caracas, June 24, 2024.- The Caracas parish of Antímano became the stage for two major international groups: “Disidentes” and “Wasafoli Drumming Group,” from Bolivia and Trinidad and Tobago respectively, who with the beat of the drum accompanied the celebrations of San Juan festivities on June 24.

These groups, who have been in Venezuela since last week and participated in the event “Drums of ALBA: Beats of our identity,” extended their stay to delight Venezuelans with good music in honor of this saint revered in different regions.

On Monday, the Bolivian and Trinidadian delegations arrived in Antímano, where they were warmly welcomed by the Sanjuaneros at Guzmán Blanco’s house. They then moved to the ‘María Madre del Pueblo’ Chapel in Mamera to participate in a mass in honor of San Juan Bautista, where prayers were offered and tributes paid.

After the mass, the celebration spilled into the streets of the neighborhood with a lively procession that ended in the Las Clavellinas sector. Along the way, musicians and cultural practitioners, along with local sanjuaneros, sang traditional songs, played instruments, and danced to the rhythm of Latin American and Caribbean drums.

The event “Drums of ALBA: Beats of our identity” brought together more than 400 participants, musical groups, and speakers from Venezuela, Dominica, Saint Lucia, Antigua and Barbuda, Cuba, Benin, Grenada, Bolivia, Colombia, Haiti, Barbados, Trinidad and Tobago, Saint Vincent and the Grenadines, among other countries and special guests.
