This 2025 comes at a time of very particular strategic definitions and challenges, which summon the peoples of the continent to return to the path of unity as a real hope for the future and as a regional sovereign wager, amidst a change in the balance of global powers.
The situation of the developing world geopolitical system is crucial, turbulent and unpredictable. The birth of the new pluripolar world has unleashed the desperate reaction of the model of domination which, inevitably, is languishing, but which is appealing to all its economic, ideological and military arsenal to try to restore its position.
The peace, stability and security of nations are threatened by aggressions, destabilization attempts, lies, unilateral coercive measures, tariff pressures and unconventional, cognitive and communicational wars.
During the 21st century, the Latin American and Caribbean region has been strongly threatened by the irrationality of the U.S. hegemony that, today, more than ever, is expressed in the attempt to reshape the dynamics of imperialist control, already overcome, to continue pushing the world into a corner towards the endless war, the plundering of peoples and even nuclear debacle.
Inspired by the undeniable morality characteristic of the Bolivarian Alliance for the Peoples of Our America (ALBA) for 20 years now, its member countries seize this special occasion, during the 9th Summit of Heads of State and Government of the Community of Latin American and Caribbean States (CELAC), to unequivocally raise their voices in defense of the founding motto of this unitary forum of all our America, the pursuit of “unity within diversity”.
In this context, overcoming together the extortive attempts and improper blackmail from the declining and mortally wounded global North; condemning the criminalization of migrant populations; defending and enhancing the identity of our peoples; as well as neutralizing any intention to impose conflicts orchestrated by external interests, must redefine the reasons and redirect the actions to ensure the union and peace paths of the peoples and governments of Our America.
In this change of era, in which a global multipolar order is emerging, unity is an imminent need and an unavoidable principle, in the face of the decadence of the hegemonic system and its outdated geopolitics of domination. ALBA – constituted on the principles of cooperation, solidarity, complementarity, respect for national sovereignty and the self-determination of peoples – makes a clear call to consolidate, in a peremptory and unpostponable manner, the unity of Latin America and the Caribbean, without resorting to ideological biases or old power patterns, based on the inexorable commitment to preserve the sacred dignity of the free peoples of the region, from the Rio Bravo to Patagonia.
In view of this scenario, the member countries of the Bolivarian Alliance also reaffirm their complete and strengthened adherence to the Proclamation of Latin America and the Caribbean as a Zone of Peace, which is today renewed relevance and pertinence, with the certainty that CELAC must consolidate itself, with diplomatic skill and collective leadership, not only as the mechanism par excellence of political coordination, to make the defense of peace, security and the life of the peoples of the region prevail; but also as the vanguard of a process of union that demands to be re-signified in the civilization transition, as an alternative for the future.
