Results and Agreements of the 12th Extraordinary and Special Summit of the Peoples and Governments of the ALBA-TCP Countries

Inspired by the immortal ideas of Cuba’s Apostle José Martí, in his certainty about the respect we must demand for our peoples, we have gathered on February 3, 2025, to address together the challenges facing the region, convinced that in our hands and concrete actions lies the defense of the dignity of the peoples of Our Latin America and the Caribbean and of all those peoples who have been and are being attacked by the arrogance of the powers determined to exercise violence, economic coercion and their anachronistic attempts at imperialist domination.

Recognizing the undeniable leadership of ALBA in the construction of the unity of our region, as the unalterable core of the developing integration processes and its responsibility, as heir of the unionist project of the Liberator Simón Bolívar and daughter of the solidarity and enlightened minds and souls of Commanders Hugo Chávez and Fidel Castro, for the consolidation of the new pluripolar and multicentric world.

Aware that the Bolivarian Union must be based on concrete action and results that directly impact the lives of our peoples, who are worthy of a solidarity and complementary integration that contributes to the achievement of the greatest possible happiness, we agree to move forward, with determination and desire, in the following specific areas:

Create and found the Center for Science and Technology in Artificial Intelligence and Free Technologies based in Venezuela, with the aim of developing its own ethical and independent capabilities in these areas of technological development, taking into account the inter-scientific and intercultural knowledge applied to societies.

Expand the AGROALBA project to all member countries of the Alliance and organize the AGROALBA 2025 International Fair, as an innovative and strategic initiative to guarantee food security and sovereignty for our peoples in a self-sustaining and self-sustainable manner, combining traditional, agro-ecological regenerative agriculture techniques, in accordance with the protection of Mother Earth and the health of the peoples.

Launch the ALBA Azulproject as a joint fishing policy for food security, constituting a joint fishing fleet and a coordinated strategy in this area with huge potential for our countries.

Submit for the consideration of member countries and sign the ALBA Transportation Framework Agreement and purchase the ALBA cargo fleet, in order to make complementary economic and commercial projects among ALBA countries feasible.

Offer the Bank of ALBA’s credit system to support entrepreneurial migrants in their processes of reincorporation into the productive forces in their countries of origin.

Hold special meetings of ministers of the substantive areas of the 2030 ALBA-TCP Strategic Agenda, such as agriculture, fisheries, transportation, science and technology, energy, trade and economy, to be held in the first quarter of 2025.

Schedule a special meeting of the Political Council to discuss issues related to regional and multilateral mechanisms and bodies and reaffirm our commitment to the Proclamation of Latin America and the Caribbean as a Zone of Peace.
