The ministers and high-level authorities on the scientific and technological area, following the decision of the Heads of State and Government of the member countries of the Bolivarian Alliance for the Peoples of Our America – Peoples’ Trade Treaty (ALBA-TCP), on the occasion of its 12th Extraordinary and Special Summit, held in online format, on February 3, 2025, in order to “create and found the Center for Science and Technology in Artificial Intelligence and Free Technologies based in Venezuela, with the aim of developing its own ethical and independent capabilities in these areas of technological development, taking into account the inter-scientific and intercultural knowledge applied to societies”, met in Caracas, Republic of Venezuela, committed to achieve the objectives and tasks corresponding to this mandate.
Bearing in mind that the development of Artificial Intelligence is a key factor in addressing challenges in health, education, agriculture, energy and industry, and understanding the need to develop an ethical and responsible Artificial Intelligence aligned with the principles of equality, transparency and respect for human rights, aimed at positioning the region as a benchmark in the development of this area, the ministers and high-level authorities gathered at the meeting addressed the following work agenda:
- Creation of the Center for Science and Technology in Artificial Intelligence.
- Design of strategies for the joint promotion of ethical and responsible artificial intelligence.
- Development of applied solutions based on data science and artificial intelligence.
- Development of artificial intelligence training programs for Alliance countries.
- Scholarships for scientific and technological studies.
In that sense, they agreed to:
- Open, during the second half of 2025, the Center for Science and Technology in Artificial Intelligence, a strategic initiative to promote scientific, technological and socio-productive progress in member countries, based in Venezuela.
- Conduct research and innovation activities in all aspects of artificial intelligence, aimed at offering services and solutions in the productive, social and economic areas in a cross-cutting manner in sectors such as agriculture, health, education, energy, oil, environment and culture, for the comprehensive well-being of ALBA member countries.
- Facilitate and execute educational programs, talent training and comprehensive capacity building at different levels of education, as well as professional staff already trained, including workshops, seminars, congresses, specialized courses, online courses and other learning platforms, on topics related to the theoretical and mathematical foundations of artificial intelligence, programming, data science, machine learning and deep learning.
- Foster innovation and the creation of applied solutions based on data science and artificial intelligence, aimed at improving efficiency, process optimization, prescriptive and predictive maintenance and service quality, offering tangible impacts on industrial production, health care, public services and education for the well-being of the ALBA peoples; promoting all these solutions within the framework of Industry 4.0, food sovereignty, sustainability and security of the Alliance.
- Develop a joint artificial intelligence computing infrastructure that provides an independent technological platform for training, experimentation, evaluation and deployment of machine learning and deep learning models, both predictive and generative, as well as foundational models and large language models, as a basic layer for scientific research in the area, as well as a platform for developing human talent, providing services, innovating, and carrying out any complementary activity based on the region’s key needs and problems.
- Facilitate training in science and technology, through the creation of a scholarship program, for which the Government of the Bolivarian Republic of Venezuela is committed to the allocation of 50 scholarships at the University of Sciences, in the areas of: microbiology, biotechnology, biochemistry, ecology, immunology, physics, chemistry, mathematics, anthropology, medical physics, human genetics, nanotechnology, oceanology, regenerative medicine, catalysis, computational biology and chemistry, biotechnology, nuclear physics, telecommunications, archeology, medicinal chemistry and biodiversity.
- Promote cooperation in the education and training of human talent through technical and specialized training, scholarships, diploma courses, master’s and doctorate programs. Venezuela offers to the countries of the Alliance, the manufacture of diagnostic kits for diseases, according to the list of needs to be submitted by the member countries through the Executive Secretariat.
- Promote the strengthening of production in the region through cooperation in biotechnology applied to agriculture (CEBISA) and earth observation and geomatics through the technical cooperation of the Bolivarian Agency for Space Activities – ABAE.
