Now more than ever, committed to the postulates of the Proclamation of Latin America and the Caribbean as a Zone of Peace, adopted by CELAC in January 2014, as a historic and unavoidable commitment to the defense of the sovereignty, security, and stability of our peoples, the Heads of State
and Government of the Bolivarian Alliance for the Peoples of Our AmericaPeoples’ Trade Treaty (ALBA-TCP), gathered in extraordinary session, unanimously declare as follows:
- We express our strongest and total support for the constitutional
President of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros,
who is once again facing a brutal offensive of political and judicial
persecution promoted by the United States. We denounce that groundless,
mythomaniacal accusations with no legal basis, used as instruments of
media and diplomatic harassment, are part of a strategy of judicialization
of politics that seeks to delegitimize sovereign governments and pave the
way for foreign intervention. These practices not only constitute a direct
attack on Venezuela’s independence, but also a threat to the stability and
self-determination of all the peoples of Latin America and the Caribbean. - We categorically reject the orders of the United States government to
deploy military forces under false pretexts, with the clear intention of
imposing illegal and interfering policies contrary to the constitutional order
of the States of Latin America and the Caribbean. - We denounce to the world that the U.S. military deployment in Caribbean
waters, disguised as anti-drug operations, represents a threat to the peace
and stability of the region and constitutes a flagrant violation of
International Law and the Charter of the United Nations, which enshrine
respect for sovereignty, equality of States and the self-determination of
peoples. - We demand the immediate cessation of any military threat or action
violating the territorial integrity and political independence of the States of
Latin America and the Caribbean, as well as unrestricted respect for the
international legal framework and multilateral mechanisms for the peaceful
settlement of disputes. - We also denounce the extreme intensification of the economic,
commercial, and financial blockade imposed by the United States
government against Cuba, which, in addition to being contrary to
International Law, cause serious harm to the well-being of the Cuban
people. - We condemn the imperialist policy of harassment and destabilization,
which, through unilateral coercive measures, blockades, diplomatic
blackmail, and media campaigns, seeks to undermine regional peace and
security, in open contravention of the spirit of cooperation, brotherhood,
and dialogue that should prevail among free nations. - We reaffirm the anti-imperialist and solidarity-based nature of ALBATCP, reaffirming our decision to continue to be at the forefront of actively
defending the Proclamation of Latin America and the Caribbean as a Zone
of Peace of CELAC, and to work tirelessly for peace with justice,
sovereignty, and equality. - We support the call by the President of the Colombia and CELAC Pro
Tempore President, Gustavo Petro, for an urgent meeting of foreign
ministers from the region to establish a joint, dignified, and sovereign
position in response to threats of aggression and interference against
Venezuela and any interventionist attempts to threaten peace in Latin
America and the Caribbean. - We reaffirm the freedom and independence achieved more than two
centuries ago and declare our unwavering determination to defend peace,
unity, and regional security, free from any form of foreign intervention.
Our liberators Simón Bolívar, José Martí, Antonio José de Sucre, José de
San Martín, Joseph Chatoyer, Maurice Bishop, and Augusto César
Sandino taught us that the only guarantee of freedom in the face of imperial
powers is the firm unity of the peoples of the Great Homeland.
Today, as the vanguard of free peoples, we declare that true peace can
only come from social justice, respect for the laws and sovereignty of
nations, and the self-determination of peoples. In the face of imperialism
that threatens with wars, violence and blockades, Latin America and the
Caribbean reaffirm that they will follow the path of Bolívar, Martí, Chávez,
and Fidel, and reaffirm their irrevocable commitment to protect our region
so that we may continue to be a Zone of Peace and coexistence.
